Jallad is person who happily hangs a criminal to death, who is convicted of crime, without being aware whether the person is guilty or not guilty. But Shankar (Dharmendra) is such a Jallad who, before he hangs a person, tries to find out whether the personal is guilty or not. He is not ready to hand a person who is innocent but still held guilty by the laws. In such a situation he leaves his job as a Jallad and tries to forget his past.

But some evil forces and unscrupulous people of the society refrain him from a good man. Shankar has a sister who becomes a rape victim and his wife is also killed by these cruel men. As such Shankar is once again forced to become a Jalladand takes law in hand.

What happens thereafter, to know watch and see, Jallad No. 1.
